Navy Enterprise Resource Planning (ERP) is an SAP-based system and is the Department of the Navy’s (DON) financial and supply information technology system of record. Deployment implementations have concluded, and the Program is now in its sustainment phase, although efforts continue to expand and improve functionality. Program Executive Office for Manpower, Logistics and Business Solutions (PEO MLB) PMW 220 was designated to provide sustainment services, including lifecycle management, stabilization, optimization, and audit readiness. The NAVWAR enterprise also supplies tier 2 support to their stakeholders to include financials, analytics, and reporting requirements as well as training.

Duties (Description of daily duties):

The Journeyman Application Programmer designs and develops computer software applications and/or database systems, participates in large systems and subsystem planning, ensures adherence to product build schedules, release schedules, and project strategies, oversees testing and debugging components and modules, leads the development of technical documentation and often leads interdisciplinary teams with responsibility for project performance. May evaluate problems of workflow, organization, and planning, develop appropriate corrective actions, and prepares and performs presentations at technical interchange meetings and project design reviews. Reports orally and in writing to the Program Manager, Project Manager, contractor management, and government representatives.

The Senior Middleware Developer serves as the principal technical expert on complex and challenging information technology projects. The Senior Middleware Developer may be assigned as team leader on tasks of various technical disciplines or may work alone or as part of a team of Middleware Developers, with responsibility for design and development of computer software applications and/or database systems, evaluation of computer hardware and software, planning for communications and information requirements, system test, and system security. The Senior Middleware Developer may participate in any phase of major projects from problem definition through problem resolution, and from feasibility analysis through project implementation. The Senior Middleware Developer frequently supports several tasks concurrently and evaluates problems of workflow, organization, and planning, and develops appropriate corrective actions and prepares and performs presentations at technical interchange meetings and project design reviews. The Senior Middleware Developer reports orally and in writing to the Program Manager, Project Manager, contractor management, and government representatives. In the absence of the Program Manager or Project Manager, the Senior Middleware Developer may serve as the Contractor's authorized interface with the Contracting Officer's Representative/Technical Representative (COR/COTR), government management personnel, and agency representatives.

The Senior ABAP/RICE Developer Serves as the principal technical expert on complex and challenging information technology projects. May be assigned as team leader on tasks of various technical disciplines or may work alone or as part of a team of Developers, with responsibility for design and development of computer software applications and/or database systems, evaluation of computer hardware and software, planning for communications and information requirements, system test, and system security. Provides consulting during early planning and conceptual stages of large, complex projects. May participate in any phase of major projects from problem definition through problem resolution, and from feasibility analysis through project

implementation. Frequently supports several tasks concurrently and evaluates problems of workflow, organization, and planning, and develops appropriate corrective actions and prepares and performs presentations at technical interchange meetings and project design reviews. Reports orally and in writing to the Program Manager, Project Manager, contractor management, and government representatives. In the absence of the Program Manager or Project Manager, may serve as the Contractor's authorized interface with the Contracting Officer's Representative/Technical Representative (COR/COTR), government management personnel, and agency representatives.

What You'll Be Doing:

Junior App Developer:

  • ABAP development and performance analysis, testing, issue analysis, triage, debugging, job scheduling, execution, monitoring, and issue resolution
  • Day-to-day management of a specific task order or group of task orders affecting the same or related/interdependent systems
  • Coordinate with RFCs, defects management, workflow, and PI integration.
  • Ensure that the technical solutions and schedules in the task order(s) are implemented within estimated timeframes and budget constraints .
  • Develop implementation experience in SAP modules such as SAP Financials and SAP Supply.

Senior Middleware:

  • Provide middleware expertise to confirm/develop business requirements definition;
  • Provide configuration, data migration, interface, and functional support as necessary;
  • Lead design of middleware interfaces, conversion programs, reports, and enhancements;
  • Develop and maintain systems documentation including business process procedures, functional design specifications, process flows, and test cases;
  • Support development of training work products and respond to trainer questions;
  • Define user authorization requirements;
  • Provide help desk support, assisting and resolving end user support problems, resolving middleware defects (‘break/fix’), analyzing proposed improvements or changes to the Navy ERP middleware solution and system; and
  • Prepare/conduct briefings, demos or training sessions as needed

Senior RICE/ABAP

  • Lead ABAP development and performance analysis, testing, issue analysis, triage, debugging, job scheduling, execution, monitoring, and issue resolution
  • Coordinate with RFCs, defects management, workflow, and PI integration.
  • Develop implementation experience in SAP modules such as SAP Financials and SAP Supply

Desired Skills:

Junior:

  • 3+ years of SAP experience
  • Experience in post go-live production support and break/fix
  • Focus on customer service and responsiveness, with sound customer handling skills

Senior:

  • For Middleware: 5+ years Middleware development experience
  • Experience in post go-live production support and break/fix
  • Focus on customer service and responsiveness, with sound customer handling skills
  • Knowledge of and experience with DoD and specifically Navy ERP preferred
  • Possesses Subject Matter Expert (SME) experience in one or more functional/module SAP area

Required Specialized Experience:

Junior:

  • Four (4) or more years of development experience.

  • Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks.

  • Work is performed under general supervision.
  • Prefer, but not limited to, developing experience in one or more of the following: RICE/ABAP, SAP BW, Fiori, Java, or .Net.

Senior:

  • Ten (10) years of technical and strategic experience of increasing responsibility providing software engineering, planning, design, analysis, and developing complex software models and applications across multiple hardware and software platforms.
  • Must have knowledge of web services security, Java, XML, and Middleware experience using web methods
  • Demonstrated the ability in the application of functional and technical expertise to improve the performance of the business; resolution of functional and technical integration issues across SAP modules.
  • Middleware developers requiring privileged access must have SSBI investigation and required certifications (i.e., Security +) (Not required for this role)
  • Active Secret Clearance (must be clearable)
  • Experience in software development lifecycle surrounding requirements gathering, analysis, design, development, documentation, test (unit, functional, integration, regression, stress, and user acceptance), implementation, and post production support of standard and custom business solutions supporting SAP modules (in a Tier 3 environment) is preferred.
  • 5+ years in multiple SAP disciplines and post production support
  • Demonstrated the ability in the application of functional and technical expertise to improve the performance of the business; resolution of functional and technical integration issues across SAP modules.
  • Experience developing using one or more of the following: RICE/ABAP, SAP BW, Fiori, Java, or .Net. in resume for SAP

These are fulltime W-2 positions and not part time consultant/1099 positions.

Minimum Education:

JUNIOR: Bachelor's degree in Computer Science, Information Systems, Engineering, Math, Business or other related scientific or technical discipline.

SENIOR MIDDLE WARE: Masters or Bachelor's degree in Computer Science, Information Systems, Engineering, Math, Business or other related scientific or technical discipline. An additional 4 years of SAP ABAP or equivalent COTS experience may be substituted for a Bachelor’s degree.

SENIOR RICE/ABAP: Minimum Education: Bachelors Degree in a recognized technical, engineering, scientific, managerial, business, or other discipline related to area of expertise.

Special Requirements: Must be a US Citizen and have the ability to possess an active DoD secret clearance at the start date.

Salary:  $100,000-$185,000. Actual compensation offer to candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level. The pay ratio between base pay and target incentive (if applicable) will be finalized at offer.
